I wonder if this was meant to be worn as a uniform. The label reads Original Natural Ease Reg U. S. Pat. Off Boston Maid. It does up the front with a long metal zipper which goes all the way to almost the very bottom of the dress. It has a loop and button at the neckline and it has soft shoulder pads and pockets.
